Angus Kinnear insists Everton will avoid pursuing short-term January deals.
The upcoming transfer window will be the third under The Friedkin Group, who sanctioned almost £97 million spending during the summer market.
Kiernan Dewsbury-Hall, Thierno Barry and Tyler Dibling were among those to make the move to the blue half of Merseyside on eight-figure deals.
They were supplemented by several loan additions in the form of England international Jack Grealish and Freiburg midfielder Merlin Rohl.
David Moyes has made no secret of his hopes to add fresh faces to the ranks at Hill Dickinson Stadium if any opportunities around potential targets arise.
In his programme notes for Saturday’s clash with Arsenal, Kinnear outlined plans for next month and insists the club will not be seeking quick-fix options.
“Across January, the Sky Sports transfer window ticker will countdown in milliseconds in an attempt to whip up a trading frenzy amongst their viewers,” wrote the Blues’ CEO.
“But all our experience demonstrates how challenging the winter market is to deliver quality and value.
“We will work towards identifying and executing opportunities that will make us stronger in the long term.
“But these opportunities will need to be exceptional, and we will avoid short-term fixes that will weaken our hand for phase two of our rebuild next summer.”
