Merseyside Police confirmed that two female pedestrians, aged 77 and 51, were injured in the incident and were both taken to hospital for treatment.
But the 77-year-old woman sustained a serious head injury and was pronounced dead a short time later.
Officers are currently in the process of informing a next of kin.
A 51-year-old woman remains in hospital where she is being treated for minor injuries.
Police have arrested a 36-year-old woman from Watford on suspicion of causing death by dangerous driving and taken her to a local station for questioning.
The northbound carriageway of the Strand is reduced to one lane at its junction between Liver Street and Mann Island.
Motorists are advised to seek alternative routes with disruption expected to continue late into the night.
