Farhad Moshiri has promised Everton supporters a new stadium which will reflect their loyalty.
Two sites within the Liverpool city boundary are currently under consideration by the Blues hierarchy as a long-term successor to Goodison Park.
A waterfront venue in the Bramley-Moore dock of the city centre remains the firm favourite and was visited by Everton’s board of directors last month.
And Moshiri, speaking to TalkSport, has insisted that delivering a stadium remains a key priority in the formative months since he became the club’s biggest shareholder.
He said: “For our club to complete in the North West of England, which is the new Hollywood of football; with Guardiola, Mourinho [and] Klopp.
“We needed a star to stand on the touchline, so we got (Ronald) Koeman.
“We needed to have a strong balance sheet so I paid the debts. We have a very strong balance sheet, very flexible financially and we need a big stadium – there’s no question about it.
“I think with the stadium, the fans must know that we’ve done the hard bit. The club was restricted to expand Goodison or to move by banking covenants.
“We have repaid the debts, we’re free to do what we want, we have the finances to do it.
“I went to Liverpool a few weeks ago and enjoyed the train ride with Bill (Kenwright), we visited all the sites with the mayor.
“The club has taken sounding from the fans and, in our mind, we know where to go and we are committed.
“I can reassure fans they will have a stadium that rewards their loyalty and passionate support for our club. This is my key aim.
“We don’t have the flexibility that Chelsea and Man City had in the days prior to Financial Fair Play,” added Moshiri.
“We can only spend what we spent last year, plus £7 million, plus an increase in commercial income.”
