John Achterberg has been charged by the Football Association.
Liverpool’s goalkeeping coach was caught on camera gesturing towards the Newcastle United bench during celebrations for Fabio Carvalho’s late winner.
Carvalho’s 98th-minute strike sparked clashes between Jurgen Klopp’s side and the visitors’ coaching staff in the Anfield technical area last Wednesday.
The FA have charged Achterberg for abusive and/or insulting gestures while Magpies coach Daniel Hodges is accused of behaving with improper conduct.
Both the Dutchman and Hodges have until Thursday to respond to the charges.
An FA statement read: “Coaches from Liverpool FC and Newcastle United FC have been charged with breaching FA rule E3 during their Premier League fixture on August 31.
“It is alleged that the behaviour of John Achterberg and Daniel Hodges in the 98th minute of that game was improper and that the Liverpool coach also used abusive and/or insulting gestures.”
