Yerry Mina and Andre Gomes joined Bernard as Everton sealed a hat-trick of deadline day signings.
Bernard became the Blues’ first arrival, joining on a free transfer after his contract with Shakhtar Donetsk expired at the end of the previous season.
Several Premier League sides including West Ham and Chelsea had been in the hunt for the Brazilian winger while AC Milan also expressed an interest.
But Bernard instead opted to link up with Marco Silva at Goodison Park.
He said: “I chose Everton because of all the things I had heard about Marco Silva and after speaking to him I was happy with what he said to me.
“The manager made me feel confident about playing here. He is a very good coach and he has achieved really good things at other clubs.
“Everton is a club with a great structure and a lot of tradition, historically the fourth most successful club in England.
“When I found out about this opportunity and what the manager wanted out of me I was happy.
“That is why I made my choice, because of the confidence both the manager and the club showed in me.
“I did not need any convincing to come here. I believe I will be able to show my best as a player here.”
As the 25-year-old finalised his move to Merseyside, Everton also sealed the captures of Barcelona duo Mina and Gomes on Thursday afternoon.
Manchester United and Lyon had both tracked Colombia international Mina, who signed a five-year deal after Barca sanctioned his £27.2 million sale.
The Spanish champions have a buy-back option in the deal, which comes little over six months since he arrived from Brazilian side Palmeiras.
Portuguese midfielder Gomes is also set to swap the Nou Camp for Goodison as part of a season-long loan deal where he will link up with compatriot Silva.
Everton remain hopeful of completing a second loan deal for Chelsea defender Kurt Zouma, which was submitted ahead of the 5pm deadline.
