Dave Whelan has empathised with Liverpool supporters for enduring the club's ownership by George Gillett and Tom Hicks, which he describes as "a mess".
The Reds are currently searching for investment of at least £100 million to reduce debts incurred by the American duo since their takeover of the club in February 2007.
Plans to continue work on a proposed 76,000-seater stadium have been delayed until funds are raised to reduce the defecit the club owes to the Royal Bank of Scotland and US-based Wachovia.
Last night's 1-0 defeat to Wigan Athletic struck a blow to the Anfield outfit's bid of securing a top four finish over Premier League rivals Manchester City and Tottenham Hotspur.
Whilst the result left many supporters believing that manager Rafael Benitez has now outstayed his welcome, Latics chairman Whelan believes that the club's problems run deeper than on-field issues.
He said: "The big sympathy I have is for the Liverpool supporters because they are a fantastic lot.
"Liverpool are in a mess. The owners, being American, I don't think they feel what we [as fans] feel. I'm really, really sorry for their supporters."
DW Sports founder Whelan, 73, claims that the mire Liverpool currently find themselves in has completely stifled the world-renowned Anfield atmosphere and the club's playing staff also.
He added: "We went to Anfield earlier in the season and there's absolutely no atmosphere and no heart at all at present.
"The supporters feel that and I think the players are starting to feel it."
