Rhys' killer is "disfunctional" says Liverpool detective

The detective who led the inuqiry into Rhys Jones murder has been described his killer as "dysfunctional".

Sean Mercer, a member of the Croccy Crew is starting a life sentence for shooting the 11-year-old Everton fan outside the Fir Tree pub in Croxteth in August 2007.

Mercer's intended target was Wayne Brady, 20, a leading member of the rival Nogga Dogz, based in Norris Green, who had ventured into 'hostile territory'.

Mercer, fired three shots across the Fir Tree pub car park. The second bullet struck Rhys in the neck and he later died in his mother's on arms on the pub car park.

Chief Supt Steve Watson who was in charge of patrol and policing the community described the two rival groups as being bound together by the area they live in.

He said: "We have a proactive policing style and we have heightened our efforts in relation to faction-related crime.

"In the Croxteth and Norris Green area, there is a population of 30,000 and for
the majority they are perfectly decent folk.

"Although there are those groups who have grown-up in these areas and have sworn
an allegiance.

"For example the Croxteth Crew and the Norris Green gang.

"These are dysfunctional, feckless youngsters whose only loyalty to each other
lies with their geographical area.

"These are not sophisticated criminals and their willingness to commit a crime
boils down to a misplaced loyalty.

"There is no rigid hierarchy, that is not the type of dynamic we are talking
about.

"They are simply bound together by the area they live in."
