Liverpool region motorists will have to find an extra 10p to go through the Mersey Tunnel from April as the Merseytravel Committee voted in favour of the move.
In a deadlocked vote with nine for and nine against the proposed hike, chairman Mark Dowd chose to increase the tolls from April.
Speaking afterwards Cllr Dowd said: "It gives me no pleasure to say the tolls will go up 10p, but that is the present position we are in.
"We are all in the mire. If it means using the casting vote I have got no problem with that."
It means car users who drive through both the Kingsway and Queensway Tunnels will have to fork out £1.50 per toll.
Class 2 vehicles - including minibuses and small goods vehicles - will be charged £3.30; buses and vehicles weighing more than 3.5 tonnes face a £4.90 toll and HGV drivers will have to pay £6.50
